About Us
Norfolk and Suffolk NHS Foundation Trust (NSFT) provides mental health and learning disability care for people across Norfolk and Suffolk. We are dedicated to providing high quality care with compassion, delivering many of the NHS services that are provided outside of hospital and in the community. We have clinical teams providing services in inpatient, community and primary care settings and support a population of just over 1.6 million people with a dedicated workforce of over 5,000 staff. Our biggest bases are at Hellesdon Hospital, Norwich, Wedgwood House, Bury St Edmunds and Woodlands Unit in Ipswich but our staff are based in more than 50 locations.
Our Future Leadership Structure will see our clinical teams working more closely with partners at place level alongside strengthening clinical and professional leadership. We are also developing a Clinical Transformation Programme alongside our partners to enhance the clinical outcomes our service users experience as well as continuing to improve experience of care.
We know that we are at an early stage of our improvement and transformation journey and that we still have much more to do. The creation of our five locality groups is a key step towards transforming the way in which we work and provide care to those who need us.

The Opportunity
The Locality Director of Operations is responsible for the delivery of optimal outcomes for service users and the local health population within the available resources. Accountable to the Chief Operating Officer, and responsible for the operational workforce across the Locality, you will ensure the development and delivery of locality group operational objectives including performance, resource efficiency, and management of workforce plans in line with geography, specialty areas, and clinical strategy. You will promote a culture of learning and openness, and ensure staff have the knowledge, capability, systems, and support to deliver evidence based care, and embed lessons learned in practice for the improvement of patient experience.
You will be joining a triumvirate as one of three key leaders with operational, medical, and nursing expertise who will be working together to provide senior strategic, visible, clinical, and professional leadership across the locality.
Accountable to the Chief Operating Officer and responsible for the operational workforce within your locality, you will also need to build strong and effective relationships with the triumvirate leaders in our other localities as well as our external partners. You will be responsible for the delivery of quality services around the core dimensions of safety, effectiveness, and patient experience, and the development of strategic plans in line with overall Trust strategy. As part of the triumvirate, you will be responsible for the performance management of all services in line with local and national performance targets and standards, ensuring clinical engagement, taking responsibility for good governance, and safety and risk management.
We are looking to appoint an individual with senior leadership experience across operations from an NHS or related sector with significant experience of strategic planning and a track record of transforming care and a focus on quality and safety.
